Cooper HT Tires: One year and I have no tread left

I Purchased 4 Cooper HT tires and 22,000 miles later I have tires that won't pass inspection. I am trying to negotiate with pep boys but they will only pro rate. In the end I will pay almost the same $600.00+ that I paid the first time.

I have never had this trouble with Cooper before. If I don't get satisfaction I will never buy Cooper tires from Pep Boys again (for my personal or business vehicles). These tires are rated 60000 mile tires. Pep Boys said that has nothing to do with the tread life. They should have a buy 4 get four free.
