Goodyear Eagle RSA's Vibrate

OE factory tire on my 2010 Nissan Maxima. The Goodyear Eagle RSA's always vibrate. It feels like they are out of round or a bad cord within tire. Been back and forth to Nissan 4 times for balance issues. Trying to get them to acknowledge this tire is defective as I only have 4500 miles.

They are noisy and track the grooves in the road which means constant corrections. The RSA's also vibrate at all speeds. I will likely Never Buy goodyear again if given the choice.
